Common Service Centres

District e-Governance Societies

The Common Service Centre Project is IT enabled Government Services should be accessible to the common man in his/her village, through efficient, transparent, reliable and affordable means. Implemented under the National e-Governance Plan (NeGP), the Common Services Centres (CSCs) are ICT enabled front end service delivery points at the village level for delivery of Government, Financial, Social and Private Sector services in the areas of agriculture, education, banking, utility payments, etc.


CSC scheme consisting of the CSC operator (called Village Level Entrepreneur or VLE); the Service Centre Agency (SCA), that will be responsible for a division of CSCs; and a State Designated Agency (SDA) identified by the State Government responsible for managing the implementation in the entire State.


Tamil Nadu was one of the pilot States identified by the GoI for the implementation of e-District project and the Tamil Nadu e-Governance Agency (TNeGA) has been designated as “State Designated Agency (SDA)” by MeiTY/ GoTN for implementing the State wide roll-out of e-District project through the Common Service Centres (CSCs). The CSCs run by various agencies are being monitored by TNeGA.


The scope of the program is to cover maximum Government services and provide all high quality and cost effective e-Governance services under one umbrella through the use of ICT.

A highlight of the CSCs is that it will offer web-enabled e-Governance services in rural areas, including application forms, certificates, and utility payments such as electricity, telephone and water bills.

District e-Governance Societies

  • Tamil Nadu Arasu Cable TV Corporation (TACTV) and Electronics Corporation of Tamil Nadu Limited (ELCOT) have been allowed to establish CSC (e-Sevai centres) in all the District head quarters, Taluk offices and Corporations and Municipalities.
  • Primary Agriculture Cooperative Credit Society (PACCS), Village Poverty Reduction Committees (VPRCs) aided Pudhu Vaazhvu Project have been allowed to commence the e-Sevai centres in the rural areas of their jurisdiction across the State.
  • International Fund for Agricultural Development (IFAD) has been allowed to commence the e-Sevai centres in the coastal/ remote areas.
  • Village Level Entrepreneurs (VLE) has been allowed to commence the e-Sevai centres in the Village Panchayats.

As on 14th March 2018, Totally 10420 Common Service Centres have been established throughout the State.

  • Once enrolled as CSC SPV VLE, State Head Operations of CSC SPV, Tamil Nadu sends the VLE details to TNeGA for e-District & e-Sevai ID creation.

Achievements of CSCs

Prepaid e-Wallet

Prepaid e-Wallet: A prepaid e-Wallet model has been introduced for the efficient revenue sharing and collection. e-Sevai Portal is integrated with a Payment Gateway system (PayGov) and an e-Wallet

Sending SMS

Sending SMS: In order to alert the citizens about the service charges to be paid in the CSCs and also to facilitate them to lodge their grievances, a new system of sending SMS to the applicants has been commenced from 7.10.2016. SMS will be sent to the applicant during the time of application, approval, rejection or return.

Toll Free Call centre

Establishment of Toll Free Call centre at TNeGA: team will direct the implementation of Capacity The toll free call center at TNeGA was started at 01.07.2016. People can contact 1800 425 1333 for their grievances. A total of 1,10,911 calls has been received from July 2016 to April 2017 at an average of 900 calls per day.

Service Tracking

Service Tracking SMS facility through short code: SMS based tracking system has been operationalized from 17.03.2017. It is PULL SMS based system. A short code 155250 is introduced with the help of BSNL. Applicant can use this short code for tracking the current position of the application status. As on 22.05.2017, 105177 PULL SMS has been received from Common Public.

Mobile Number compulsory

Mobile Number compulsory: Applicant’s Mobile number has been made mandatory for availing the services through CSCs from 02.05.2017. This is for the purpose of generating the OTP for availing the services and tiny URL.

Tiny URL

Tiny URL: Tiny URL concept has been operationalized from 23.05.2017. Once the application is approved, a tiny URL will be sent to applicant mobile number by SMS mode. With the help of internet, applicant can download their certificate without going to CSCs.

Single Sign On

Single Sign On

TNeGA is implementing various e-Governance initiatives of GoI and GoTN and projects/schemes implemented by the TNeGA are in various stages of development/ implementation. Single sign on is one of the major concept that intergrate e-District (NIC and CMS), TNGIS, SRDH, SPR Online etc with several other projects.

Geo tagging of CSC locations

Actions are being taken to implement Geo-tagging of CSC locations (process of adding geographical identification to CSC locations) with the data consisting latitude and longitude coordinates of the e-Sevai centres. Geo-tagging will help us to find a wide variety of location-specific information from a device.
For instance, we can find the location of login of the e-Sevai portal by entering latitude and longitude coordinates through a search engine. This will prevent instances of misuse of Ids at different locations other than the allotted centres.

Cashless Transaction through AEPS

TNeGA has initiated steps to implement the digital/cashless payments in the CSCs. TNeGA has addressed all the SCAs to install PoS machines in all the counters to enable the public for making payments through online. At present, Aadhaar enabled payment system is under consideration to make cashless transaction in CSCs.

Board has decided to give power to Commissioner of TNeGA to enroll any Government Organizations who are willing to run the CSCs. At present, Postal Department, Employment Offices have approached TNeGA to establish CSCs.

Board has decided to empanel browsing centres across the state for delivering e-Sevai services to public. This will be launched very soon.

e-SIGN

As a part of e-Governance most of the services are delivered to the citizen in the electronic format. To ensure the authenticity it is essential to have the document signed digitally using the methods prescribed in the IT Act 2010 and subsequent amendments. In order to digitally sign the documents, the digital signature key token are being issued by the Certifying Authorities approved by the CCA. Instead of using the hard form of DSC token for signing the electronic document, it is proposed to introduce Aadhaar based e-Sign.
